BUDGETARY SESSION OF THE LITTORAL REGIONAL COUNCIL FOR THE 2023 FINANCIAL YEAR.

« The President of the Littoral Regional Council, the Honorable BANLOG Polycarpe, chaired the opening ceremony of the work of the budget session of the Littoral Regional Council ».

In the presence of the representative of the State, the Governor of the Littoral Region, Samuel Dieudonné IVAHA DIBOUA, this ceremony took place in the Françoise FONING hall of the Commune d’Arrondissement de Douala 5eme, on January 14, 2023.

Several personalities from the Littoral Region also took part.

In his welcome speech, Samuel Dieudonné IVAHA DIBOUA presented New Year’s wishes to all the guests.

Thereafter, he made a retrospective of the actions carried out by the Regional Council during the past year. For him, it’s a poor record. Because out of forty projects, only five have been completed, fourteen are in progress and 21 are closed.

To this end, He invites the executive of the Regional Council to a requirement of effective and efficient management, in favor of good governance. And urges him to devote all his attention and energy to accelerating and implementing the projects that will be retained in this year’s budget, while taking into account the absorptive capacity of the credit placed at his disposal. Arrangement.

He also invited the Regional Council to keep in mind the budgetary principle, « realism, balance, sincerity », in order to raise the level of execution, compared to previous exercises.

 It therefore reiterates the permanent availability of its services for the necessary technical support that the Regional Council will need. Anything that will make it possible to achieve the development objective of the Littoral Region.

It is in this logic that Honorable BANLOG, made a point of recalling the role of the institution for which he is responsible.

The Regional Councilor, he says, is the man of structuring projects. It advances at the pace of the State, and cannot be assimilated to the Decentralized Territorial Collectivities (CTD).

To meet the expectations of the country through this institution, a reflection is currently focused on the maturation of the projects which are recorded in the Regional Development Plan.

The 2023 budget, which amounts to three billion forty million, will be devoted solely to the maturation of structuring projects, from several areas (health, road education and sanitation, etc.), with a view to their execution and completion. of those undertaken for 2 years (2021,2022).

But it is clear that the crises facing the country are undermining the decentralization process.

 He also thanked the Governor of the Littoral Region for having honored him with his presence, because as a representative of the State, his expertise will be of paramount importance throughout the work of this Session.
