“The steering committee of the Economic and Financial Reforms Program CEMAC (PREF-CEMAC) during the 19th ordinary session examined the level of implementation of the region’s 4th Pilar”.
This 4th Pilar has as general objectives:
The implementation of the second phase of the PREF-CEMAC. This entails policies and the reform priorities prescribed by the Head’s of States, the Permanent Secretariat of the PREF-CEMAC who convened working sessions with the CEMAC Commission, BEAC, BDEAC to prepare the different reports on the implementation of the policies and priority actions prescribed by the Head’s of States.
Accelerate the edification of the common market. The CEMAC’s Commission is in this light trying to reinforce the United customs to follow up preparation works of application texts of custom Codes revised by the CEMAC and community texts having custom units. This will go a long way to improve on the custom exercises and the reinforcement of the custom’s Union in the CEMAC.
The Pilar also aims at reinforcing the security of goods and persons in the CEMAC zone. The institution’s commission here elaborated the regulation project fixing the modalities of the creation of the custom’s bureau at the borders of the various CEMAC states where by the various states are called upon to place at their borders a “juxtaposed” custom bureau in line with the article 38th session of the revised custom code of the CEMAC.
Reinforcing the Statistics Tool of the subregions was also another main point of the 4th Pilar of the institution. This entails implementating the new statistics program of 2021-2030, the Heads of States of the CEMAC during their extraordinary summit on the 18th of August 2021 adopted by the law num. 01/21-CEMAC-CCE-15, the subregional Statistics Program (STAT CEMAC) 2021-2030 which involves the adminstrative of statistic activities of the community within the period of 2021-2030.
The steering committee equally earmarked the realisation of the 2021-2025 operationalization of the PER. This is realising the eleven integrated projects a report explicitly produced by the Permanent Secretariat of the PREF-CEMAC giving the situation of the implementation of the eleven integrated projects at the level of the member States and the level of engagement of the different partners. The committee outlined that out of the eleven premodial projects presented at the round table in Paris in 2020, thanks to the aids of different parties that is the BAD, BEAC, WORLD BANK, FODEC and particularly the BDEAC, 80% of these integral projects have effectively kicked off recording remarkable avancements.
The acceleration process of the rationalization of specialized community training institutions also came under review. The CEMAC Commission held a restitution workshop and the validation of the studies based on the creation of an excellent University within the CEMAC zone in Douala, Cameroon on the 7th and 8th April 2022. This workshop aimed at validating the results of the studies carried out by the FERDI on the creation of a standard University in the CEMAC community.
